Surfing
Depending on the sport and in relation to the water temperatures, you need different types of wetsuits. In addition, your personal feeling for cold and your activity in the water is decisive, what you need to feel most comfortable.
Accordingly, it is individual from when someone needs booties, gloves or a hood. The following table is a little help for orientation, based on my personal experience ( fast freezing person :D) and what I learned from other surfers.

Scuba Diving
Here is the same, it depends on your feeling of getting cold and addinoal because of the less moving under the water, you can getting cold faster. In some places there is a thermal barrier, so that the surface temperature of the water drops sharply after a few meters of depth.

Tropical Water +23 °C
Surfing in tropical water...
Indonesia, Australia, Central America, every tropical place in the world :D Just wear your bikini or boardshorts, grap your board and jump in the water. Depends on the sun and your skintype, use a rush guard and leggings to protect your skin and the water (because of needing less sunscreen). They also protect your skin against "rush" from the board.
